The Global Development Plan (GDP) is a strategic document that defines the development priorities of the French-speaking community. Its legitimacy is based on a five-year update, carried out through public consultations organised in all the main francophone regions of the province. This participatory process culminates in the adoption of the CEO by the members of the Annual General Meeting of the Fédération des francophones de Terre-Neuve et du Labrador (FFTNL), the official representative body of the province's francophone and Acadian community.
As part of its Official Languages mandate, Canadian Heritage solicits and funds the FFTNL every 5 years to update this document.
Any organization, institution, group or individual wishing to contribute to the advancement of the provincial Francophonie can use the CEO to support its efforts. In fact, the PDG is mainly used to make the case for funding to potential donors.
The whole community! This Global Development Plan does not belong to the FFTNL. It is the GDP of the entire community! The FFTNL is only responsible for updating it regularly.
